Payment Fees Should be 0 when using Throne Balance

As the fan has already paid a payment processing fee I dont think its fair to have to pay another payment processing fee when using the balance on something else through Throne... this normally makes the amount we receive = less because we have the additional fees even though not using a payment method.
See SS how my payment processing fee made puchasing something for LESS money meant it was actually more expensive.
